About Our Founder
 

Tobi Daniels is the founder and owner of Mitacert Solutions LLC, a government technology consulting firm she launched in January 2020. Tobi has more than 20 years of experience leading complex, multimillion-dollar health and human services technology programs.

Her career spans state agencies, health plans and national consulting firms. For the North Carolina Department of Health and Human Services, she directed certification, compliance, and federal funding work for the state's Medicaid systems program across a $500 million annual budget. There, she oversaw a virtual team of project managers, architects, and data analysts; kept delivery efficiency above 99%; and guided the state to complete, ahead of schedule, CMS certification of its Electronic Visit Verification and Encounters Processing systems. At the Vermont Agency of Human Services, she led certification for its Pharmacy, Care Management, and Provider Management systems, with a 98% success rate. Earlier, she led modernization and implementation work in South Carolina, Delaware, and Iowa, and for WellCare, WellPoint, Blue Cross Blue Shield, Aetna, and the Department of Defense.

Tobi previously served on the MITA Board and on an AI committee. She has also helped shape national modernization standards through the CMS MITA 4.0 pilot, the CMS Medicaid systems templates pilot, and the 2021 CMS Streamlined Modular Certification pilot.

She holds a Bachelor of Science in Organizational Leadership and a Professional Certificate in Project Management from Charter Oak State College in New Britain, Connecticut. She is pursuing doctoral studies in International Business Administration at École Supérieure de Gestion et de Commerce International (ESGCI) located in Paris, France, and holds Scrum Alliance certification.
